No registration is required, as this feature is automatically provided for your card by the Magenta Pay app! The merchant decides in cooperation with his bank whether they want to provide the service on their website.

In order to execute transactions that require transaction approval within the 3D Secure service, will need to have access to the cell phone with which you have registered in Magenta Pay.
